Senate Bill 115

On March 27, 2023, Senate Bill No.115 was introduced/read on the senate floor.  The bill was then referred to the Health & Social Services Committee.  The bill is sponsored by Senator Loki Tobin and co-sponsored by Senator Cathy Giessel (4/11/23), and Senator Elvi Gray-Jackson, and Senator Shelley Hughes (01/23/24).  

SB 115 is the next step for modernizing PA practice in Alaska. 

We are excited to get things moving to eliminate the legal requirement for a specific relationship between a PA, physician, or any other healthcare provider.  This will allow PAs to practice to the full extent of their education, training, and experience.

We thank you all for taking the time to complete our multiple polls over the last few years, AKAPA is here to represent our members and your feedback drives our efforts.  

As we saw with the most recent proposed regulation changes, things can change quickly for our PA profession when not defined in the statutes.  SB 115 protects the profession and Alaskan's access to care.

SB 115 Components:

  • Define PA scope of practice in the statute, as PAs are competent to perform based on their education, training, and experience.
  • Require collaborative plan for new PAs (4000* hours) that is filed at the practice level.
  • Recognize PAs as practitioners, responsible for the care they provide.
  • Maintain PA commitment to practice medicine in collaboration with physicians and other members of the healthcare team.
    • Prevent insurance companies from imposing practice, education, or collaboration requirements on PAs that are inconsistent with or more restrictive than imposed in statute or regulations.
